Creating CNK

Three days after the earthquake and flood, the June 9, 1994, the President in exercise of the powers conferred by Article 215 of our Constitution, Decree 1179 created the Corporation for the Reconstruction of Paez River basin and surrounding areas today NASA KIWE Corporation. The main reason cited by the national government to support the creation of the new corporation was to «System for Disaster Prevention and Treatment has no infrastructure, legal and financial capacity to ward off the effects of this public calamity and restore order economic and social development through the rehabilitation and reconstruction of the area»

In addition to being a predominantly indigenous area, it was felt the need to implement a comprehensive recovery program that respects the culture, customs and government of these communities. Aware of the special treatment they require, issued under the Constitution (emergency economic, ecological and social) standards to facilitate rapid recovery and rehabilitation «healing» of the affected area fits within the concept of manifest urgency. The anticipated duration of the Corporation NASA KIWE, according to the decree that created it and the subsequent decisions of the Constitutional Court will be «when you have finished your object»

The Corporation entered then its Development Plan area, the Bank of National Investment Projects, National Planning Department in September 1994, valued at $ 124,176 million pesos.

NASA KIWE currently has achieved through community participation, indigenous weaving communities, Métis and black, permanently working on building a relationship of mutual trust between them and the state, an attitude based on concrete and concerted effort to make the man, who was the one who suffered the disaster, the author of his own future.

Purpose that clearly illustrates Dr. Gustavo Wilches Chaux, Founding Director of the Corporation NASA KIWE, in his book «On the Edge of Chaos»on page 179 and following, when talking about process management:
«From the outset we understood the reconstruction as a process towards sustainability also convinced that the ultimate goal should be present in every step of the process and that sustainability is itself a process … that sustainability could not be understood only as the end result of all actions but as a permanent search for greater self-regulatory capacity of communities (both the relocated as those that remained in the area and which continued to develop part of their daily existence and Tierradentro Tierrafuera party), and greater self-regulatory capacity of ecosystems to which those communities interact. Knowing also that each step that advance or recede should contain in itself a purpose and a real chance of sustainability, and that each step significantly influence the course of the process.

The concept of process gradually was «planted» in communities affected by the disaster, with an understandable anxiety, did not understand why the Corporation did not immediately solved all its problems (arising from the earthquake and the avalanche and accumulated over the last five hundred years.) Although the government had handed over to NASA KIWE «much money» … we begin a reflection on the need to move step by step through the process so as smoothly and as quickly as possible without putting in danger, without burning – The purpose of sustainability of that process.

Hence, despite the high costs of short-term in political and personal and institutional image which that entailed, we had committed from the outset to perform a process management rather than management designed specifically to obtain material results and quickly «opened» (what we might call product management.)

What differentiates one from another? Mainly in that while management is focused products as a priority to obtain materials or physical products, without much concern for the characteristics of human and social processes through which leads to the realization of these works and social dynamics these works to generate, process management on the other hand, cares as much or more by the media through which it reaches in order to obtain a given material, which by the end in itself. Which is not to say that process management is not looking to achieve physical and material goods (works), but these are converted into useful products of human processes that are triggered in the communities around the pursuit of certain objectives. The main objective of the process, then, individual and social transformation of the people involved in them.»
